This is only partially correct. Freezing can indeed occur when starting various types of movements, such as getting out of a chair or starting to walk. For example, it may also cause problems with starting to speak. However, it can also occur while a movement is being performed; this is especially the case when changing the pattern of movement (for example when walking backwards), when multitasking (performing two or more activities at a time), increasing mental stress (for example, conducting a conversation while walking) and changing external factors (for example, when passing through a doorway, or a change in the level of the floor. And freezing while speaking is recognizable as a staggering speech.
